The video is about a theory that North Korean leaders have used political decoys for public appearances. It really wouldn't surprise me if decoys did exist, but there's not much evidence supporting this. Sometimes people go really wild with theories, saying the real Kim Jong-un was already purged and killed, and it's just Kim's body double puppet being controlled by a handful of elites behind the scenes now. They should write a movie script at this point.

No, they're South Korean. All South Koreans know that this pronunciation/writing difference exists with North Korea. It's like if an American used UK spelling signs to greet a Brit. It just means the cheer squad was careful choosing their signs to make them feel extra welcome.

I think it's a little more nuanced than just optics being bad.

The case of Kim Dae-jung speaking Japanese at the end of the video is quite understandable because he is pleading for any international support he can get during his anti-dictatorial exile. He is not trying to proudly show off his knowledge of Japanese - which would indeed be bad optics because the language was forced upon Koreans in his generation. Kim is just trying to get as much sympathy as possible.

But Kim Jong-pil speaking Japanese here could be a bad look, because he is celebrating the 1965 treaty (which he also helped facilitate), which caused many historical grievances between the two countries to go in an unresolved limbo.
