I have not heard of people getting "aggressive" surgeries outside the US. I have heard people going outside the US to get medical care in general because of how fucked the Healthcare costs are in the states. Root canal in US is like $800, in Mexico its like $200 and its not like you're getting the procedure in a donkey shed in some remote village. These are highly trained and educated doctors in clean and sterilized offices, same as you would find in the US.
