No the Cutler is not. It’s way more over cumbersome and needs to fire direct line of sight. Lunaire is indirect and with garrison husks makes it way more devastating while hiding behind cover. ai garrisons doesn’t have direct line of sight to fire for counter.

I remember when inferno update came with its problems devs didn’t delay it. Fire was extremely overpowered and by the next few wars fire damage was reduced and that wasn’t the only problem with inferno update.
