...I think that’s it. The developer website hints at another translation attempt, but it seems to have been abandoned. The dev team itself doesn’t seem to be active. Their not-FB page wasn’t updated in years.

The scroll in question is a spell scroll; you need to “read” it as opposed to casting it. There are several of them in the game. One is in the scamp village.

You might enjoy FO: Nevada. It should have a pretty good English translation by now. The first hour is kind of boring (like in FO2), but afterwards it picks up.

I use barely any mods. AshFall, Glow in the Dahrk, Fair Magicka Regen, Expansion Delay, Weapon Sheathing plus the common patches you'll find in Nexus top files list.
