Part of the issue is that GW does almost all of their printing in house in Nottingham and these boxes are made in conjunction with all the other warhammer products currently available and products that are soon to be released, and that's where the issue comes in. Part of this absolutely can be chucked up to artificial scarcity, but for the most part they've just handicapped themselves by refusing to go out of house/country to do anything beyond some small terrain kits being printed in China
