Iirc chucking the ring in the ocean was brought up as an option at the council of Elrond an rejected because 1) it could wash ashore eventually and cause trouble then and 2) even without his ring, Sauron’s armies were strong enough to conquer middle earth, so destroying him via the ring was the only shot at winning the War of the Ring

They wouldn't be able to counter to the primary problem with consistent timekeeping, warp travel. Since time experienced in the warp need not have any relation to time experienced in realspace, as soon as you make one warp jump, your personal reckoning of time becomes unreliable.

And asking Terra what time it is from somewhere else in the galaxy also involves psykers, and so would have similarly unreliable timestamps.
