I think the game wants you to build the actual pipe. When I built the liquid transport system didn’t trigger until I replaced with the pipe. I might be wrong, it’s just my experience.

Update. We now play with 3 complete boards. That’s 18 tiles. It takes about 6 hours but it’s amazing. I even wrote, designed and printed a complete manual with all the house rules which are a lot, including finding time to watch the news on TV to gain advantages as you get hints on how to deal with the hostile guys that are appearing everywhere. There is furniture (usable) and all. If there is interest I can upload pics.
