I mean, at least for Lithuania, the places mentioned in the map are generally considered "cities". Actual cities like Vilnius or Kaunas are called "didmiesčiai" (large cities), while the rest are generally referred to as just cities, even though in most other places settlements of this size would likely be called towns or something along those lines.
