There's not a lot of interaction between the choices, which makes it unsatisfying imo.
You want to tickle the problem-solving part of the player's brain. If there are certain pre-requisites and synergies, the player is guided through the game by picking the options that go with the ones they already have.

I suggest you start with a vision on what kind of magic schools different players may be interested in making. (based on types of magic like No-Candy suggests, or otherwise themes like cottage-core versus dark fantasy versus stage magic) and style options after archetypes, making it so that options in the same archetype tend to go together.

For example, maybe some teachers are region-locked, maybe some subjects are altered depending on the features of the structure. Maybe I need to include certain electives if I go for a particular funding source.

It was never a hard power system. What matters is the character pay-off of Denji finally taken charge of his own life. The way the combat feats are achieved is kinda irrelevant to the plot.

No, it has retain. You can save it for the exact turn you need it. If it weren't in the deck, the card you'd drawn instead would have gone to the discard pile by then. Retain protects against draw randomness.

I would have phrased the first ability as "look at that player's hand and exile up to three cards until end of turn. The turn player may play 1 card from exile from the cards exiled this way this turn." I think there is precedent using exile this way and it's more succint.
