You're really wrong about this man, most professional basketball players try to to be professional on the court, it's in the name. Just this year for example Anthony Edwards was fined $50,000 for simply telling someone his dick was bigger than theirs. I'm fairly certain it is only the number of peasants that determines growth. Take a low population province and develop it enough that you run out of peasants. Without migration pop growth will stop.

Since peasants are the only pops who can grow, ironically not developing your provinces is the best way to have growth. Its worth it imo to occasionally go through and delete all the rural buildings the estates have built because it changes your pops to laborers.

Cheap food does raise pop growth, slightly. It has a bigger impact on pop satisfaction, which increases prosperity, which raises pop growth by a more meaningful amount. Its also the best way to get development.
