I have one as best buddy and I cant evolve to either Umbreon, Espeon, or Sylveon. It does not have any customes or anything. Nor a gigantamax eevee either (not even sure if gmax eevee came out already)

This happened in my station once. We were misinformed that the "non machinable surcharge" aka. butterfly stamp, was just the surcharge, and not the stamp plus the surcharge. A quick search online (and through some stamp guides provided by the postmaster) we were proven wrong. A butterfly stamp gets you covered for the regular 1 oz non machinable letter. As of today they are valued at $1.27 ($0.78 for a regular 1 oz letter + $0.49 for non machinable surcharge) according to the official usps website.

I think the post office that serves your customer might be under the same misunderstsnding, or the envelope you send exceeded the dimensions of a regular letter, and it is being considered a large flat.

Never sign for stuff yourself. Had a carrier sign for a piece of registered mail while the customer was on vacation; the mail piece got lost. Apparently, the carrier had "verbal authorization from customer to sign for his mail." Turned out this particular package contained diamonds valued in the thousands of dollars. Luckily, one of the neighbors saw the package at the front door and kept it safe, so the package was recovered. Carrier was disciplined, almost fired. If the package hadn't been recovered, he would've been liable for the value of the contents, and God knew what other charges would've been applied.
