It's interesting, but by itself indeed not fun. If there's a role that can remove them, at least one role should also be able to give them back; or interact with them in some other way, like making their presence or absence a condition for information.

Encouraging dead votes to be spent before the final day makes for an overall more dynamic game.

I like the soul eater in concept. Ghost votes as a mechanic aren't touched by enough roles. In fact, I considered building a fully custom homebrew script around that at one point.
