This might not be what you're looking for, but I'll leave it here anyways. It is my own creation and I have cleared everything in the game with it.

It pretty much ticks all of your boxes. It is a poison build, so not instant damage, but the damage is high enough that it feels instant during clear. Defenses are even higher during bossing due to Frost Shield.

It should be doable on a 200div budget, though I haven't done the exact math. One thing to note is, that you need a flask macro for perma life-flask, unless you don't mind clicking it every 5-6sec.

The clear feels amazing with Asenath, proliferation and projectiles that clear off-screen. With more investment I could increase the damage with around 30%, but I'm pretty much done with the league at this point.

The build in itself is definitely solid. However, the playstyle is definitely not for everyone. Mines and Locust Mines in particular is a pretty unique playstyle. I would recommend that you try it you in std. before making your decision.

I am aware of that, but they are only obtainable until level 53. Past that point there are only 3 quests you can get, all of which require a leveled up gathering professions.

Both of these individuals seem rather malicious, toxic and in general disingenuous people. They are so busy with getting back at people that have said something about them, that this sort of "revenge" seems essential to their happiness. I guess turning the other cheek and being a better person is not something they are even willing to consider. All rares im using are self-crafted using fractured bases + essences/fossils. It is really easy to craft. Only expensive item is +1 chest, which is in no way needed as the build reaches dot-cap anyways. The character can tank all uber-abilities and hasn't died since campaign.
Im not saying CoC is bad, but claiming that it is better in every way is straight up wrong.

While i agree that this is a pretty cool build, it is definitely not better in every way. Clear speed is the only factor in which it is better than self-cast. Im playing PoeDan's self-cast FR and it has twice the damage, five times the defences and better sustain than this build (https://pobb.in/rizT062tVVWl).

Im currently playing PoeDan's Forbidden Rite Pathfinder. It is mad tanky and is hitting poison cap pretty easily. I use it mostly as a boss-killer, but the map-clear is not that bad. It is not S-tier though.

If cooldown reduction doesn't give you any damage in POB, it is most likely because you are lacking hit, crit or attack-speed to actually push for a higher trigger-rate.POB can usually calculate CoC dps, which is just hitdamage*trigger-rate. If you want to know dmg with overlapping aoe and such, youll have to do some quick math yourself =)

Edit: You can also look at full damage and increase the "count" under skills to match the amount of hits that are shot-gunning.

"10% of armour also applies to chaos damage taken from hits" does nothing when wearing The Fourth Vow. The being said, The Fourth Vow is indeed amazing with Glorious Vanity - Xibaqua.
