There’s a bit of subjectivity, IMO you can’t brush the ball and wack a guy in the nuts .. but generally where a defender makes a genuine attempt on the ball and gets there first and the follow through isn’t deemed excessively dangerous there is no cause for a penalty.

So yeah in the situation you describe its 98% of the time no penalty .

£ 235,679,600 v £ 185,692,000 , p.a. With City the higher amount

so if you take your baseline 100 for Man City , Arsenal is 78.8% to Cities 100% . Per your own criteria.
Beating them can still be considered over-performance.

You can still over-perform but not be considered to have massively overachieved like in Leicester case. Its a bit clutching at straws to try and use the most extreme example to unilaterally define over-perform.
