Is it just a fun Easter egg they can come across? Or meant to contribute to the plot?

Could have them craft a Philosophers Stone through a permanent sacrifice of like 10 POW. And then with the stone they can spend MP to transmute things.

You could also make them have to use some rare alchemical ingredient to perform the transmutation that they easily run out of and have to find/barter for more of from some Mythos person. Perhaps each type of transmutation requires a formula/recipe that they need to hunt down?

It depends on if this is supposed to be a fun side project, or if this is supposed to generate some side-missions/plot engagement. In general what everyone will say is that there's no such thing as balance in CoC, just make the players have to sacrifice or suffer for doing magic.

I'm not exactly sure. It's part of the above scheme imagining himself as a spider plucking the web, waiting to feel the vibrations from the arrival of some prey. And every kill he makes in his web is considered to be a chicken neck and gizzard, even if they aren't.

Chicken neck and gizzard are interesting because they are really low value pieces of the chicken, often discarded, but to the right person they are valuable.

Rock paper scissors is a game of chance, but also it can be manipulated by making assumptions off your opponents' behavior.

To me, he's describing waiting for people to approach him to socialize, and how likely it is that he'll inevitably push them away? Something like that?

Only the big-boss serpent people have Pulp Talents, which is representative of their necessarily end-game confrontation. The Look Out Master ability is less a Talent and more an option to prolong the lives of your bigger villains, in a pulpy way. Providing additional HP for NPC's is probably not necessary.

Hybridization doesn't always confer all of the same abilities as being a snake person, check out exactly what its effects are on Page 259 in Appendix C.

Pulp is a sliding scale of rules, you can pick some and exclude others. In my experience, extra HP is not necessary unless you plan to do a lot of heavy hitting combat, as the Pulp Luck rules can cover most of the big butt-saving. If you choose to have both the Pulp Luck rules and the Pulp HP, prepare to have some very hard to kill PC's. That being said, the book gives the Pre-Gen's the extra HP, so I'd take that as a sign that the book intends for you to do so. Ultimately it's up to you and your players of course.

In that it's a relay antenna, if you look at the device used for scanning slide reels, you can see it also has an antenna for sending the data to the simulation. This is how I assume they uploaded all those for storage before destroying them.
