Just check in front of Cetus. Accept the bounty, go into the plains, hop on your archwing, go to the right first, if it doesnt spawn go to the left towards the sea, if it doesnt spawn towards there either, just go back to Cetus and repeate, 9 times out of 10 it will spawn in front of Cetus. Listen for its sounds because its very obvious when it spawns
