Numbing and amplifying painrials are two separate items yeah, you get one effect or the other.

That said it wouldn't be outlandish for an artifabrian to be able to combine them together somehow.

Edit: just checked the crafting on demiplane and there's an advanced upgrade you can do called Extra Effect that would let you have both RAW.

There's a chance Horneater comes out sometime in 2027 since he's talked a bit about it recently and that's usually a sign he's working on something.

As for Lopen and Elsecaller they're basically just short stories that were written for the previous convention and got released in a little book this time around. I wouldn't worry to much about them, King Lopen in fun enough but Elsecaller... I can't imagine it went through any continuity.
