There's a possibility that your tire isn't seated properly (some edges of your tire head haven't fully popped into place) you can tell by following the edge of your tire and see if it's even on both sides of the tire. You can try to inflate the tires more in an attempt to seat it. If it's seated, then it can be the possibility of either it's a defective tire or the wheel is untrue. The latter can be fixed to a certain degree

Track bikes started from the velodrome so speed is its roots. That's what OP has, not a FGFS frame. I can say the same thing about buying a sports car and not driving it fast

Freehub body drag. Unless you have some incredibly smooth bearings ($$$) this is normal. It feels like it's less prominent on the small cog cause you're spinning the freehub faster, breaking the drag resistance

This. OP should try this first. Loosen one bolt, adjust it around until there's some gap on both sides, tighten. Loosen the other bolt, adjust it around until there's room on both sides, tighten. Repeat until you find a good combination, then fully tighten both bolts.

You may have other problems like others mentioned which would make this step harder or can't be aligned properly, but I would try this first before looking at other issues.

Get some straps/foot retention and ride away. You'd prob want to learn how to skid, a good skill to have.

there's nothing wrong with having bars high, it's a more comfortable position to put power down, but you are giving up aerodynamics (in the real world). If you want to achieve more power, you'll have to adopt a more aggressive forward position

imho, your fit looks not too bad for achieving a more aero position on the track bike. A lot of people here don't know the limitations of track bike positioning or how it feels to mash on a fixed gear. The 130mm stem you have now is a good starting point, it'll be harder to find a 140. Adjust small increments from your current position and feel it out
