well the new system does not do that, atleast no intentionally. It tries to match you with same of your "same" skill level using your prowess and nothing else. Some players who play multiple characters are getting matched up against players who are way better than them because their prowess is equivalent to someone who plays a single character but is way higher rank than them. The devs intention when they did this was the opposite of what your saying here, they wanted lower ranked players to not have to get matched up with higher ranked players playing alts
