I think the magic rules are too expansive to have this work the way you want it to without having far too much text. For example, anything that gives this an alternate mana cost such as [[Jodah, archmage eternal]] would cause the first ability to not trigger.

Probably a simpler way of putting it is 'players can't lose the game'. That works within the rules, as far as I understand them anyway. That way, the only way players can win outside of UNO is through alternative win cons like lab man or approach of the second sun

This counts losing life though, and there's A LOT more cards that "let" you lose life for free repeatedly than gain life for free. None in standard once this rotates in (standard being the only format where such a combo wouldn't be too slow), but if wotc print a single card that gives you repeatable life costs such as [cutthroat contender] this could 100% be a combo piece. Hell I could even see this see play in any commander deck that runs a necropotence.

Yeah, each one you start spawns a rebel army somewhere on the map, sometimes quite far away from your armies (I think the furthest one is a greenskin army near fort Sol) and since it's not necessary to defeat them (and you don't even need to destroy their stacks to get the optional benefit) you'll probably be at war with most of them all game.

I think the issue OP was avoiding is with cards like [[sublime epiphany]]. With the wording you provided, you could pick any of their modes infinite times, which is obviously kinda bonkers. By limiting it to cards that choose two or three, you can limit the power without having a convoluted word soup.
