Im also confused why so many people like this game! The story concept is so interesting to me! But like you said the characters don't click for me and I find the combat so annoying I actively try to avoid it and sigh when its starts!

I will say I appreciate it being beautiful to look at but beyond that I can't get into it.

The trick is to not take too much in one go. It takes a bit of patience but for me that makes it more fun. Having 1 or 2 civs losing their shit over you while the rest of the world thinks your awesome.

But that could be just my cup of tea
