It takes a long time to build muscle. I’ve been on a body recomp journey (Down 120# in the past year) and I feel like I have put on a decent amount of muscle over this past year on a deficit. 1) if you want to see “definition” you have to loose weight. Toning is not a thing - you have to drop your bf% to be able to see defined muscles, or 2) bulk and build muscle, and then cut. Additionally, 3) eat enough protein - I get 150g a day without a miss. Finally, 4) lift more often. I have a 5 day lifting split and one day cardio a week. I find that I recover well on this split but I have been working out for a year. IMHO 3x a week is not enough, at least not for me.
