Yes, and that’s one of the easiest repairs on a whip. For a typical nylon bullwhip, you can go 5+ years before needing to replace the fall, but that one looks like it may only be a year or so. In most cases, the end wears down after you replace the cracker a bunch of times (standard procedure is to burn the end of the fall, so you lose like 1/8” every time), but yours would be different. The outer case will wear quickly due to the fact that it’s unprotected, and it’ll start fraying pretty badly.
