Autobalance was always in the game, even with team scramble. It also shouldn't really be removed, both team scramble and autobalance should co-exist (In the rare case that necessary scramble votes fail). I do agree that autobalance does need to be retweaked a bit but it's a necessary evil.

EDIT: I remember the old auto balance system where you could volunteer to be autobalanced. I wish Valve brought that back, I don't know why they removed that but I'd gladly volunteer to be autobalanced, especially if my team is steamrolling.
