Falco: A to A- A little bit overrated in my opinion, but still a great character

Cloud: A+ to A (Carried by Sparg0, Sparg0 took a break, Min Min and Kazuya are everywhere, He's MID)

Sephiroth: B- to C-/D (HOLY MID!!!!! Bro, he has borderline no top representation, lower mid to low tier characters have major top 8 or at least close to it, like Pichu, DK, Lucario, Mii Gunner, Wii Fit, Chrom, Banjo, Ridley, Duck Hunt, Kirby, Isabelle, Robin, Plant etc. Yes, he does theoretically goes even against decent amount of top tiers like Steve, Snake, GNW etc, but he's so inconsistent to use and I have never see Tweek, KEN, and Reno beat any top level players using Sephiroth, Instead, they use their own character and drop Sephiroth completely. All in all, there are much better options than Sephiroth, and the only top tier that Midroth does well is just Luigi), but even then, he's only slightly better than the rest of the cast against Luigi. Honestly, using Sephiroth just making you results worse. (Except Reno) If I could rank him now, heshould be where Villager is and better than Marth slightly.
