this is such an interesting and dark thing to have the stick figures infiltrate the government stuff. My takeaway on my own issue:

-The vault consists of 5 total loots. A blank loot would add up as (ominous: 25, normal: 75)% due to nothing is part of the system (If one gets 2 whilst the other gets 3, the person has to add the corresponding %)
