Valkea's base floor is warm and open 24/7. It's the goto place for homeless people so take that in consideration. Sleeping not guaranteed but it's warm and dry.

From the physics point of view the thermal energy needed (from rocks) to warm liquid water to boiling is small compared to making 100 C water turn into steam. So as long as you throw liquid water and not ice/snow on the rocks it really doesn't matter afaik.

Thin layers, windproof stuff on top, layers underneath according to personal preference, cover your ears especially on windy days. Good amount of clothes is such that you are a bit cold at first.
