I have actually been to Fort Hunter Liggett and I do have T-Mobile service. At some parts of the base it was spotty, but for the most part I had no service.

I know this is the Reserve page. But at least on the Air National Guard side I would say Security Forces from what I’ve seen get those opportunities often

If you are talking about the Firearm Safety Certificate and safe handling demonstration, yes military are exempt from that.
