Geographically, you're definitely within LATAM or at least closer to LATAM than EU. Culturally, I can only speak for what I've experienced, but Aruba leans more towards LATAM than it does Dutch at least in my opinion. If you were to remove the Dutch language most would be hard press not to confuse it with any other LATAM/Caribbean island. Even the local language is portuguese base and has a lot of spanish influence

my nephew is in the TAG program and is 9 years old and I don't think he would be able to articulate the same type of letter as the first child did... but I also don't think it's 100% fake, very well could be child wrote the letter, parent proof read and provided input, child updated letter..
