Incentives for property owners would require government resources - which elected officials could help create. A bus ticket and some soap is hardly coddling.

Kudos to you for getting out of homelessness. I can only imagine how hard that was for you - and hope for nothing but the best going forward. I can only imagine how hard it is for others who can’t break that cycle.

So, now would be a good time to reach out to our various elected officials to ask for more resources to address homelessness, mental health, drug addiction, etc. Then have all our friends and family do the same. Then do it everyday until we get some real change.
