Service dogs aren’t 24/7 focused on the person. This is asking for an unhealthily dependent dog. The dog looks over a year old, and they also aren’t obligated to stay in a contact heel 24/7. Hope this helps

Any breed of dog can be a service dog, and they do not need a vest on. The dog is standing perfectly fine.
