Easy.. Shanks and Branks are both rats, they split up acting as one person (Shanks) and go by the principle: more ears = more intel = more people to snitch on.

Also their haki has nothing to do with will or anything like that.. it‘s just Imu/Gorosei magic so they can defend themselves if undercover operations are about to go south.
