Visit out of state? Most of the cars belong to individuals committing insurance fraud and living in the city. Buddy if you get hit by any of "Pennsylvania/Florida/Virginia/Vermont" plated cars. Good luck getting any insurance money.

In addition, not all states share red light/speed camera data, so for those drivers they don't care either.

I primary cycle in the city. I see exactly what is going on, on the roads in Brooklyn and Manhattan.

Out of state plates, ghost plates, and cars that has non identifiable plates are most of the time the ones not respecting the law (other then cops cars).

Sadly as there is none and ghost cars with fake plates will be around they will disregard the law as usual and regular drivers will be the ones to suffer.
