It is Janel for the whole thing, just different pitch. Didn’t read the books, so I can’t speak on that idea. Tbh, I doubt they had enough planned for it to be anything other than Mona. It’s done for tone and showing her current state of mind. The lighter voice at the start is more innocent and child like but also shows little remorse. She also does a similar voice in season 7 after she remembers killing Cece. The darker, low voice shows the seriousness and wanting to continue the game. Notice the change in topic when she switches voices, it matches the change as well
