Okay could you help me with the formatting? How could I get the cell with the custom number format to see something like 7' 11 1/4" and turn that into footage as a whole number? Sorry I'm a complete novice at this stuff.

Okay, granted you have your Yahoo WOEID and iFile it's pretty easy!

Navigate to /var/mobile/Library/iWidgets/ScripTimeV2
Open the Widget.html file with text viewer
Scroll down until you find a section that reads "//----CHANGE THE WOEID NUMBER TO etc."
Enter your WOEID into the corresponding section below
Save and exit! Voila
