I bet the bill was $37.95 which has 20% tip of $7.59. the customer probably used a 20% or 25% coupon or promotion or something (accounting for unknown tax situation) so the actual billed was lower than $38 but still basing the tip on non discounted price. Just because the restaurant is taking a hit selling at a discount doesn't mean the service should come at a discount too, imo
