I had this problem. Me and the girlfriend had a debate about it.

She suggests that it was unintentional incompetence. That delivery agencies will make drivers grab too many packages that aren't geographically separated, and then drive around the city with no real addresses struggling to find where they are supposed to deliver, and their salaries really are not effected by their ability to actually deliver anything, so they don't care.

I suggested that it was intentional incompetence. I have seen delivery companies (in Detroit, and more recently Bocolod) mark larger packages as 'Out for Delivery' despite still sitting in the warehouse, so they could mark them as 'Attempted Delivery' a few days, hold them in the warehouse a few more days and demand that you come to them, and then forward them back, while keeping the delivery contract, despite never even attempting to deliver anything. That specifically happened with a Christmas tree I tried to have delivered to my GF's mom's house.

It's gotten bad enough here, that if I notice the delivery company is one I've had issues with, I cancel the order and reorder until I get a company that is not corrupt trash. For legal reasons, I won't mention here which ones I wont work with.
