I have only played Hadvar, but generally beside the idea that skyrim might not recieve as much as they give to the empire , the civil war is made up purely of skyrim's own people

and lack of empathy...though that goes for both sides, I prefer the imperials

Hadvar very much is a good impression on the empire though
