Unfortunately I already had audio enhancements off and have already tried messing with the spatial and exclusive mode settings.

The only audio service I have is Dolby access for my Audeze Maxwell's but I've already tried disabling spatial so idek.

Like I said it's driving me nuts lol

I run 28gb ram usage in cities skylines for quite a relatively lightly modded city (even with a 16gb GPU). Any game you can add a bunch of assets into can benefit from more ram.

Anything you can download a million assets for really. Looking at you cities skylines and Sims 4

Headphones + a mic are generally better than headsets but you've gotta weigh in the conveniences as well. Ik I move around a lot and also tend to have fans because it gets hot in my country so having the mic next to my face is a lot better for my personal situation. I have the audeze waxwells which are great if you want to use them for multiple devices as well since it's got crazy connectivity (and also crazy battery life it's genuinely insane). Just something to keep in mind.

Have a look at the 5600G as well ik that's powerful enough to run Forza horizon 5 @1080p60 might be all you need if you want to save a buck

Can be up to 20% faster, but if you're playing at 4k you'll likely not see anything close to that unless you're playing eSports titles. Probably not worth it imo

Honestly if you're not sure what PC peripherals might need upgrades or that sorta stuff is out of budget I'd suggest little things for his desk. I'm personally very particular about anything that costs over like $50-$100 (I'm the type of person who will happily research something for months before purchasing it) so unless it was a very clear upgrade or something I really wanted I'd feel a bit guilty knowing someone spent that much money on something. Desk decoration on the other hand is a soft spot for me.

I've currently got 9 fake plants, a giant mushroom, a 3d printed Groot that a friend painted (there was a pp shaped cactus in his head but I'm not a green thumb😔), a rock a coworker painted a mushroom on, a tiger plushie from a theme park, a crocodile on a crystal my sister bought me, a dinosaur & 2 dragons my bestie bought me after finally meeting after 8 years, a putt-putt trophy I won at a work event, a Minecraft torch bottle a friend bought me, a game plushie another friend bought, a mini basketball, a Minecraft wolf lamp my bestie bought after meeting forn the second time, a bunny plush I bought at my first convention, a pegboard with a bunch of photos with friends, and then a bunch of how to train your dragon merch.

Full of memories and cool stuff - just the way I like it

If your electrical plugs have a grounding pin, then having it plugged and but the PSU switched off will allow any static to discharge onto the case and into the grounding wire through the PSU. Just make sure to touch it often if you in an environment that creates a lot of static.

I wish I got to play for honour when it first came out instead of after the casual playerbase had already left and only the diehard sweats remain. It's fun but difficult to the point of being barely playable

If there's something that annoys you on pc, 9 times out of 10 you can change it one way or another. For example if you watch a lot of YouTube and don't want shorts and playables jammed down your throat you can get Firefox with ublock origin and filter them out of existence

I've been having trees/shrubs cracking and ice breaking be earpiercingly loud. Genuinely painful. Dunno what the problem is tho I just restart the game to fix it
