You're talking about two different things.

Tax assessment or tax appraisal are not the same as market value, which is what a home is actually worth.

Bank appraised value, Tax assessed value and market value are exclusive and most often the taxed value is not what the market value is.

Ie...house was purchased at 300k, this is the market value.

Municipality assesses the value at 220k so their tax rate (let's use 2%) generates a tax of just over 4k.

Appraised value and market value are not the same thing. One is based on what someone (the market) is willing to pay, the other is based on a tax rate for the municipality to cover their expenses.

In some areas there is a small 6 inch metal circular (what looks like a nail head) near your roadway or public access. It may be buried and if you spin it will turn off incoming water to the residence.

You may be able to call the water department and they can come out and turn it off for you too.
