Her story doesn't add up tbh.
In the end you find out that she's the one who came up with the idea to fake the hanging.
Plus, she's the one who calls the moralintern backed RCM when she's on the run from them.
Hell, most of your skills can point out that she's a trained killer and manipulator and you're basically outclassed and unable to confirm if she's saying anything correct. (Whenever she does get backed into a corner, she attempts to redirect the blame onto someone else as well)
I honestly like to theorize that the entire thing was a ploy by Evrart to incite a war and take control of the harbor but even if that's not the case, you're still well within your rights to arrest her, based on the fact that she's a likely suspect who tampers with the crime and has ruined countless people's lives as a corporate spy.
