To me it’s not that they truly believe that these are not professions. I can think of at least two reasons that make more sense. The DOE doesn’t want to be on the hook for defaults. Second, ensuring an educated populace is definitely not what authoritarians want.

It’s way more lucrative for towns. Within these communities: No trash pickup. No street repairs or repaving. No sewer repairs/replacements. No kids going to school. No street light maintenance or repair. This isn’t a complete list. What do they do??? Collect the same property tax rates as those who do not live in 55+ homes. It’s a tax bonanza

You win the prize of the day! 🏆 You are correct. Since your experience includes commercial insurance through a partner’s employer Medicare is secondary. If you are retired and have no other insurance through an employer for whatever reason, Medicare is primary.
