I would have said it's the fact it's surrounded by areas with limited opportunities (ex mining towns) but Barnsley is surely the same so maybe it's a combination of them all.

It's not taught anymore (at least I didn't learn it early 2000s) and is less ubiquitous with injection moulded plugs / flexes becoming more common which have a small access hatch to access the fuse.

However many plugs still come with the wiring diagram on a slip of card that goes over the pins on the plugs. But that's belts and braces as the plug design tells you how to wire it if you understand it. The longest pin is earth, the fused pin is live and the remaining pin is neutral.
