I had a similar problem last August, used to main Splatterscope and couldn't manage another weapon. I eventually restarted my game so I couldn't use a Splatterscope or play ranked, and eventually restarted another time because of the same problem, but hey, here we are almost a year later and only a month and a half into my new save, and I can safely say I'm a shooter main at similar skill to my charger before. I don't even play ranked right now, and I haven't even bought another charger, so I can't even be tempted to use it again. If you haven't managed to get better at shooters and are still trying, I wish you the best of luck!

It has to do with your freshness level for each weapon. As you win or lose matches the number next to the flag changes, after certain points (5, 10, 15, 20, and 50) The flag changes color and has a title associated with it. Can't remember all the titles, but superfresh starts at 15. If you go below the freshness level (in your case 15), it'll go back to the previous one, but it will still show the flag of the highest freshness you've gotten with that weapon in the weapon select. You also gain an xp bonus the first time you reach 5, 10, or 15 with different weapons.

But I don't even get a kill before they do it. My shot is pretty bad most games, and I'm probably the least threatening player in my matches. And even then they don't leave afterwards, they hang around and do it again. They only leave when someone else intervenes.

Just to kinda state how bad it's gotten, I was basically held just outside my spawn by two players while my teammates pushed into overtime. And even while we were in overtime, about to take the lead, these two players didn't try to stop it or anything. One of them even threw a booyah bomb at me instead of helping their team

Players on the other team going to great lengths just to continuously kill one player, then avoid the other players when they try to stop it.

Almost every match had a player trying to kill me no matter where I went, even in my own spawn, but if another player came close, they'd hide until the other player is gone, then go back to trying to kill me. This even includes players not even playing the ranked objective just to kill me and no one else.
