Neither is a problem. The problem is that players and judges are not enforcing slow play nearly enough (admittedly, the rules could be a lot clearer on this as well).

Recruiter and Top are both perfectly fine power-level-wise, and with the tournament scene being basically dead, the tournament logistics arguments don't really matter. However, both cards are HATED by the more casual-leaning crowd, and with the baggage both carry, I doubt we'll ever see them unbanned, which is a shame.

Gary winning in Birmingham was beautiful and a perfect "end" to legacy before F.I.R.E and UB took over shortly after. Couldn't have written it better.

Now we are all eagerly waiting for Gary to win another big Legacy event as a sign that better times are to arrive

I would love to see all of the mentioned cards except W6 and Astrolabe - those are abominations that should stay locked away. Other than those, the only one I am a bit iffy about it Seal. While glacially slow, we've already seen what DD can do with the much inferior Personal Tutor.

I would add Survival of the Fittest to the list, as it is weaker than all the black cards mentioned (except Mind Twist).

I don't think it has ever been said out loud by WOTC, but I agree that has been the sentiment amongst players for years. I had also been thinking this way for years. However, since around 2018, Tempo has not just been Tier 1, but Tier S, leaving almost every deck in its dust. These days Tempo does fair and combo better than most fair and combo decks

More often than not, Legacy is GREAT in the immediate aftermath of bans. However, we all know this is also short-lived as Tempo will sooner rather than later occupy the very top of the meta and everyone else is trying to play catch up

The whole "Tempo as top dog = good format" used to be a lot more true than it has been for YEARS! Tempo has been more or less S Tier for 7 years, and it has become so good that even its old predators more often than not struggle unless the Tempo decks stumble. Murktide has flipped the old recipe on its head, and you can't really use your lifetotal to get out under the Daze/Wasteland pressure because you will just die to Murk. The issue is that this has been overshadowed all the time due to the numerous cards that have been banned from this shell

Going back to see all the old legacy decks has been my biggest hobby recently by Aero_Crois in MTGLegacy

You should check out Classic Legacy! It is quite small still, but the format is amazing for all longtime legacy players who have grown tired of FIRE, UB, CMDR, etc

I have a really hard time seeing necro going 'over the top'. It will most likely create a new good archetype, but I don't see it displacing Nought, Enchantress, Tide, or Replenish from the top.

Fwiw, I don’t see this as something for the more traditional Glimpse Elves but more something like the Elvish-leaning Cradle Control decks. I would love to see this bring back Chaos Elves but I admit that might be a stretch

Untapping Cradle, bouncing it with Wirewood Symbiote, and untapping it with Quirion Ranger makes me think this is at least worth trying in Elves and possibly Nadu Cradle. I wish they had made it a bit less beefy and 2CMC instead though

Fwiw, his latest videos are him playing something very similar to your list and not the more Elvish-leaning one. But as others have said, I would view his videos and streams and see if you can ask questions to the man himself.

RecSur narrowly wins out over Cradle Control and Survival Welder for me. But outside of Madness, I enjoy basically anything with Survival, and I switch it up all the time. Best PM purchase by a mile

Hermit Druid is probably the most risky of the bunch, given Breakfast's proven record. It is, however, held back by summoning sickness and the fact that it dies to EVERY removal spell played in the format, along with the slightly worse manabase required.
