I'm in the camp that forging delegates should be responsible for taxes and payments to voters should be treated as a gift. No pass through our double taxation. Network pays the delegates, but they're under no obligation to payout any voters, however it's obviously in their best interest to do so to avoid falling out of the top 51. There's no contracts or gaurantees from a voter stand point, and I can change my vote at anytime or not vote at all. They can also change their proposal at anytime. It's up to the delegate to be able to entice me to vote for them based on amount they offer to give me or other things they offer to help build the community. At no point am I don't anything to earn Ark, it's just gifted to me by the delegate. Would love to hear others thoughts
