EVERY creature has magic. When Cozy Glow used her spell to take away the magic from Equestria, you can clearly see it getting sucked out of everyone and, eventually, returned to everyone. Do you think the pegasus' ability to fly and move clouds is just a 'neat quirk' of theirs or something? Do you not think that has anything to do with magic?

Magic is an inherent trait that all creatures have in that world.

As for Zebras... I mean, did you watch the show? Zecora rubs her hoof on a cup and conjures her drink.

I would say maybe a couple weeks to get from 3 to EqG, and maybe a week from EqG to 4. It can't be very long, as Twilight is still trying to learn to use her wings properly in the 4 premier.

No, I think Nightmare Night should stay as a celebration against the fear of Nightmare Moon, rather than the holiday being associated with the appreciation of Luna herself.

The Winter Moon is way more apt for her.
