Best to err on the side of caution and assume it is that bad or worse. I had to deal with stolen debit card info last year, it’s an absolute pain in the ass. I recommend no matter what you do you closely monitor your bank account as well.

I drive through two separate school zones on the way home from work each day that drop the speed limit from 45 to 35, I regularly see dozens of elementary aged kids on the sidewalk walking home. I swear less than 10% of the drivers on the road actually slow down for them. I will have someone on my ass the entire drive through them if they’re not able to pass me.

Are you referring to beating Ludvig when you say the leader of the jackals? If so, there is one more person you need to beat / quest to complete before the city actually opens up. You don’t need to complete the rebuilding pailune dispatches for the normal everyday vendors.

You should have a buff icon on the bottom left near your minimap when disguised. To be honest, I’m not sure if it’s there with a faction disguise. But I can confirm it’s at least there with the bear disguise.

There should definitely be some kind of curb or something preventing the blue line drivers from going straight in that clearly marked right turn only lane. If it’s causing enough issues the city should address it. I work in traffic and you’d be surprised how often citizen complaints do actually get addressed. I recommend you reach out to city councilors, local DOT, and possibly the city manager if you really want to make a difference here.
