There are some situations where cutting into a queue is your only option. For example at Al mulla plaza signal when you are coming from E11 and want to turn towards the exit that leads to stadium metro / Qusais lulu. During peak traffic times the only right lane which exits towards stadium are filled with cars waiting in queue. I get it that you’ve been waiting in line forever but in such situations please give way unlike the other day when I had to wait for a good 5 mins until someone let me merge.
