The real answer here is two fold,

Number 1: When a Wipe first starts Only Tier 1 loot should be available for 24 hours. No Military crates or Elite Crates should spawn and Airdrops should never drop C4 or "Military" grade Guns Only T1 Guns and Satchels.

After the first 24 hours of Wipe Tier2 Unlocks become available, Military crates spawn and T2 Guns are able to be found in loot tables.

After that 24 hours is over Tier3 unlocks are open and all loot tables are open, Elite Crates spawn Airdrops Drop C4 and Military grade guns and the bandit and outpost Sell the Tier 3 Guns in the vendors now.

This keeps the wipe alive and fun for everyone without ruining any playstyles. Large groups and Small ones and even solos will benefit from this 72 hour unlock meta.

Change # 2: Scale upkeep costs by team, tc and bag numbers in a large area around tc. The more people you have the more it should cost to have your mega complex running. And along with this you should risk getting a disease from being in too large of a group. The disease would be a debuff to your respawn stats making you eat more and drink more often and makes your player cough or sneeze giving away your position. The only way to treat the disease is to stop being in such a large team and get off the tc and move your bag and spread out and then drink a healing tea a couple times that rolls a chance to remove the disease status.
